The Dakwah Communication Model of the Post-Persecution Muslim Minority: The Case of the Restoration of the Indonesian Ahmadiyya Congregation (JAI)

Ahmadiyya is a Muslim minority with distinctive teachings contradictory to mainstream Islam that has been entrenched in Indonesia since the Dutch colonial era. After independence, sect enjoyed freedom of religion and belief under law's guarantee state's power during reign first two presidents (1945-1998). However, orthodox Muslims strengthened Reformation Order, 2005, fatwa regarding heresy was issued by Indonesian Ulema Council (MUI). This followed Joint Decree Three High State Institutions, which limited movement Congregation (JAI). Regional regulations emerged, violent crusade against this sect. Consequently, research examined communication model used preach post-persecution. The qualitative methods employed for data collection were observation, interviews, documentation, intensively occurred October-December 2019 August 2022. respondents six JAI central/branch managers three missionaries. results show naming Mirza Ghulam Ahmad (MGA) as prophet are trigger persecution. Although allow unhindered performance activities, providing labeled not part Islam, refused because it believes MGA non-shari'at Prophet. persecution, proposed four models dakwah internally strengthen Ahmadi beliefs invite sympathy new converts.
